Это увеличивает сопутствующий ущерб для цензуры и, следовательно, делает очень трудным, если не невозможным, для цензорам выборочно блокировать инструменты обхода цензуры и прокси-серверы не затрагивая сервисы, на которые государство также может сильно полагаться.
