Refresh Rate Mods

Per-app refresh rate settings: -Set different refresh rate settings for every app either adaptive or static [1]

Keep selected refresh rate mode on power saving mode[1] - On devices with One4 or lower, GMH will automatically apply a workaround to bypass 60Hz limit on Power Saving Mode.
